Sir,

We would like to invite the attention of the Department/ Government that if the Government notification issued on 29th August 2008 to revise the Pay scales of various categories of DAE employees represents NON SCIENTIFIC COMMUNITY as well as the entry level of scientific officers grade, the anomalies/discrepancies brought out to the notice of the Department as well as to the Government shall continue and the discontentment among these categories of employees continue as unresolved

It is sorry to mention here that it shows the Department failed to convince the Secretaries committee constituted by the Government to study the recommendations of the Sixth Central Pay Commission (SCPC) about the various anomalies in the recommendations and thus the Government has not made any modifications to ensure the better pay, promotional benefits, retaining the promotional avenues etc.

Though the entry level of a Central government employee is upgrades as in the pre revised scale of pay of Rs 2750 – 4400 in place of Rs 2550 – 3540 is a welcome step, the decision to merge all scales of pay of the Group D into single pay scale is nothing but denial of financial up gradation for the senior most employees which they gain during their entire service.

Similarly, the decision to abolish the scales of pay of Rs 5000 – 8000 and Rs 5500 – 9000 and bring those employees in the revised scale of pay of Rs 6500 – 10500 too welcome step, but here too senior most employees are the victims for not recommending financial upgradation. In fact the employees in the scale of pay of Rs 5500 – 9000 and 6500 – 10500 brought down into the scale of pay of 5000 – 8000 , thus taken away the benefit of one/two promotion they got in the service carrier as the case may be. This anomalies applies all section in auxiliary, administration, accounts, technical, purchase, stores and in the initial level of scientific officers.

It is also observed that the Department/Government enhanced the benefits of senior scientific community starts from Scientists F (SF) and above by ensuring lifting pay band from PB 3 to PB 4, ensuring the two increments and enhancing the special pay of Rs 2000/- to Rs 4000/- etc. Further the Department took effort to ensure better increment rate 4% for 20% of the scientific staff in PB3 and benefited by the enhancing the grade pay of these categories.

While appreciating effort by the Department to ensure better pay structure for the senior scientific community of the Department along with Department of Space (DOS) and Defence Research and Development Organisation (DRDO), we expects the same approach towards the other section employees in the non scientific community as well as that scientific officers in the junior level. It is pertinent to note here that with out the co operation and joint effort all section of employees, the Department cannot move towards growth, for which satisfying a meager section of scientists only will not give results. Especially when the brain drain happens in the entry level of Scientists and Technocrats including Technicians than in the senior most scientists/technocrats, a scientific approach should be applied to the pay revision to attract, retain the brilliant/scholars in the Departments.

But it is very unfortunate to note here that the revision in the pay for non scientific community will ensure a meager 21% to 40% pay rise for non scientific community where as an increase from 81% to 121% to the senior scientific community which most inequitable and is not based on any scientific principles. To over come the discrepancies as well as to ensure satisfaction among all section of employees, at least the existing promotional avenues as well as the benefit of the promotion already availed by the senior employees, Department has to apply scientific approach by taking the employees and there representatives into the confidence while revising the pay scales as per the Revised Pay Rules 2008.

It is` therefore request you to take initiative to ensure to remove anomalies/discrepancies while implementing the Revised Pay Rules in DAE.

RESOLUTION

In fact the decision to merge certain pay scales have been down graded the promotional post to the feeder grades.

Where this general meeting of the employees of --------------- (Name of the unit) found that the Department/Government enhanced the benefits of senior scientific community starts from Scientists F (SF) and above by ensuring lifting pay band from PB 3 to PB 4, ensuring the two increments and enhancing the special pay of Rs 2000/- to Rs 4000/- etc. Further the Department took effort to ensure better increment rate 4% for 20% of the scientific staff in PB3.

CALL ATTENTION DAY – 05.09.08:


Hopes that all affiliates have been decided to call general meeting of the employees to observe CALL ATTENTION DAY on 5th September 2008. Copy of the draft resolution addressed to Secretary DAE is attached herewith. The resolution may pass in the general meeting/lunch hour meeting (as the case may be) and send to DAE on 5th September itself. A copy may be given to the Head of your units by meeting him in personally to intervene and explain the gravity of the situation.


STRIKE DECLARATION DAY – 19.09.08:

In the National Executive Committee meeting of the Confederation of Central Government Employees & Workers held on 26th August 2008, it was decided to initiate agitation against the Governments’ approach on the suggestions submitted by the staff side on various retrograded recommendations of Sixth Central Pay Commission (SCPC). To start with the agitation, the National Executive decided to observe Strike Declaration Day on 19th September 2008 by organizing meetings, badge demonstration etc. In the meeting charter of demand should declared and send to the Prime Minister, Cabinet Secretary and to the Head of the units of the concerned Department

All affiliates are requested to send their suggestions to be added into the Charter of Demand (the issue shall be common in nature) to the NFAEE Head Quarters before 8th September 2008, so that the same can be compiled and send the Head Quarters of Confederation of CG Employees and Workers before 10th September 2008. The Secretariat of the Confederation will finalise the Charter of Demand based on the suggestion received from the affiliated on 10/11th September 2008 and there after will circulate.

All affiliates are requested to issue the notice to the Department on 10.09.08 for observing STRIKE DECLARATION DAY on 19th September 2008. Though Working Committee Members proceeding to Mumbai to attend the Working Committee meetings all affiliates are requested to ensure that programme on 19th September 2008 conducted in all units.

NFAEE WORKING COMMITTEE – 17.09.08:

As mentioned in the notice issued for the Working Committee meeting of NFAEE, the meeting shall be held on 17th September 2008 at Mumbai. All affiliates are requested to send the following details:

· The posts (designation wise) operating in all units and the sanctioned as well as the existing staff strength in each category.
· Anomalies/discrepancies observed by the associations/members in the Central Civil Services (CCS) Revised Pay Rules 2008 issued on 29th August 2008 and the suggestions to remove such anomalies before 12th September 2008, so that all such suggestions can be compiled and circulate, so that the time can be saved in the meeting to presentation.

Ensure the participation of all Working Committee Members in the meeting apart from the DC members.

Sub: Implementation of the Government notification on Pay Revision 2008.

Sir,

The Government of India notified the Revised Pay Rules 2008 on 29th August 2008 and directed all Ministries and Department to implement the same at the earliest. In this regard we would like to call your attention that:

· While issuing the above mentioned notification the Government has not been considered the discrepancies in the recommendations of Sixth Central Pay Commission and the implementation of the notification as it may invite discontentment among the staff belongs to the non scientific community

· The Government while recommending merger of the pay scales at various level not consider the cases of senior employees who got the promotion. By merging the pay scales of Rs 6500 – 10500, 5500 – 9000 and 5000 – 8000, the Government in fact being done the degradation of Rs 5500 – 900 and 6500 – 10500. This nullified the promotion benefit of the employees who rendered more years of the service in the Department in Technical, administration, Auxiliary, Purchase & Stores.

· The Government has not considered the consequence of placement of all Group D employees in the revised scale of Pay of Rs 2750 – 4400. In this case too the Group D employees numbering about 3000 of this Department who rendered their service more than 20 years placed with the new incumbent.

Under this circumstance, we request you to give necessary direction to the concerned not to issue replacement pay scales in a hasty manner. We request that the Department should consider all aspects to protect the promotional benefits acquired by the employees on their merit. Therefore we request you to immediately issue the corresponding pay scale as mentioned in the notification No F.No 1/1/2008 – IC, dated 30th August 2008 and accordingly give the arrears to the employees. Thereafter in consultation with the similar Department such as Department of Space, DRDO as well as with the representatives of the recognized Federation/ Unions and associations of this Department, the proper pay structure may evolve for all sections of employees and accordingly implement the same. This may defuse the discontentment among the employees.

In this regard we would like to present our case in person. So it is highly appreciated an early appointment for a short duration.
